New Error - Staff facing side when filing a Correction in TEST

Staff need to file corrections to client applications in the Modern system. This allows the filing to be corrected and provided/shown what has been corrected be registry staff.

When I was in TEST in the modern system I went to file a correction to a Director and update the address at the same time. Once I click submit this error popped up:

"Permission Denied"

While still in the Staff correction application and the error was still on my screen, I received an email "You have successfully completed your correction with the BC Business Registry", even though I have not completed the correction filing. This included the Notice of Articles and receipt.

When I clicked "Close" for the pop up error I attempted again to re-submit and again received the same pop up error message. For confirmation I did not receive a second successful correction email.

No file or test is named. Reproduce the director correction with an address update in TEST, then trace the submission flow from the Staff correction screen through the permission error and success email; done means the correction submits correctly or fails without sending a misleading completion email.
