UI - Create tab layout

Create new tab layout for corrections filing/business info page. Consider global component in business layer.

Considerations:
- accessibility
- preserve current state and open sub-form when switching tabs? (KeepAlive ?) - probably post-mvp
- Display error icon if a tab has errors? (similar to how we do steppers currently - needs design)

Start by opening the parent issue's Figma and locating the existing corrections filing/business info page and its current navigation. Confirm the tab layout and accessibility expectations with the parent design; treat state preservation and tab error icons as post-MVP unless clarified. Done means the agreed tab layout is implemented for that page.
