Email notification to current OB clients

All current OB BCROS clients will need to be advised that their payment method has changed to default to CC. We will need to provide them with instructions on how to update the payment method if they want to change from CC to PAD.

Note: we will need to add in information regarding changing to PAD and the 3 day wait period. Adding in text, something to the effect for the client to give themselves enough lead time to complete their filing before their application will expire.
