Legal API - Update Validation / add colin snapshot endpoint

- verify access to colin businesses falls in same pathway as modernized
- validation update (tweaks for whats allowed for colin businesses)
- Make sure BC Ting does not exist in LEAR (COLIN Only) for colin type
- verify good standing, etc. against 'colin-snapshot' depending on requirements
- new endpoint 'colin-snapshot'
- returns necessary data depending on design (i.e. has existing draft, etc.)
- may not be needed
