Verify - COLIN Sync for API users

#33940 updated the Completing Party Statement in a new incorporation completed by an API user so that the API user can input the completing party name, like staff would. The test here is to complete a incorporation through the API in modern, inputting a completing party name other than the logged on (API) user, and then check the company records in COLIN to verify that any outputs displaying for the incorporation filing are correct.

Review issue #33940 first to understand the Completing Party Statement change. Complete a new incorporation through the modern API with a completing party name different from the logged-on API user, then inspect the incorporation's COLIN company records and outputs. Done means every displayed Completing Party Name is correct.
