Backend Job to Delete NRs in PENDING_PAYMENT status

Description
The names team has asked to create a backend job to cancel any NR that is in PENDING_PAYMENT status. I suspect that it is a bit more complex than that in that we need to apply an age criteria, IE an NR that has been in this status for X amount of time.
- [ ] Job to run daily, at night.
- [ ] Job to identify and cancel NR's that were in PENDING_PAYMENT status for more than 5 calendar days.
- [ ] Confirmed this approach with Joshua Thiessen.
