[ Exploration ] - Historical Company Migration

**CONTEXT**:
We currently have > 900K historical businesses in COLIN. These will need to be migrated over to the modernized system. Currently there is no timeline for this work.

Historical businesses face the same restrictions as our current businesses - i.e. Bad address data etc. Work is underway to remove these blockers for current companies and this will also solve the problem for historical companies.

Rather than migrating outside of business hours, historical businesses can be migrated during business hours, allowing longer migrations with fewer time constraints. Therefor the migration of historic companies should require a much shorter timeframe than migrating existing companies.

The ticket names no files, tests, or entry points. Start by locating the existing company migration process and the COLIN historical-business data model; done should be a documented set of migration considerations, blockers, timing assumptions, and required follow-up work.
