Remove filed by for non-staff users

The business has inquired about the level of effort that would be required to remove the filed by user name from search/entity dashboard for public users. This information would need to remain in the ledger for staff users.

**Current Behaviour** When something is filed by the public the ledger shows the name of the logged on user (image below is for a TEST BC Services Card user whose legal name is BCREGTEST BENJAMIN THIRTYSIX).

**Change (if approved)**
- update ledger for public users to remove the filed by user name. I.e. in the screenshot above the filing would state
FILED AND PAID (filed on Feb 29, 2024) | EFFECTIVE as of Feb 29, 2024

Note change also needs to include outreach to API users to check if they use get by individual name. This could be breaking for their workflows and require advanced notice for their internal updates.
