UI Design - Only allow active entity as limited restoration applicant

Through UAT staff noticed they are able to add a historical business as an applicant. They noted that a historical business may not be listed as the applicant for a restoration.

Design is required to prevent using historical applicants. This may be as simple as not showing historical companies in the business lookup box. I believe similar scenarios exist in other registries and may have reusable designs.

Start by reviewing the business lookup used for restoration applicants and the similar registry scenarios referenced in the issue. Done means the UI prevents a historical business from being selected as a limited restoration applicant, with the agreed reusable design documented or implemented.
