LaunchDarkly: remove targets for Officers FF

Feature Flag "supported-change-of-officers-entities" was enabled by default (ie, for everyone) on March 11.

The existing "targets" (ie, users or accounts or segments that were enabled in advance) were retained. This has no impact to the FF value that anyone is receiving; this simply leaves us the option to turn off the FF by default but leave it enabled for these original targets.

This ticket is to remove the targets from the FF configuration in the future (suggested: 2 weeks from today).

Inspect the LaunchDarkly configuration for the "supported-change-of-officers-entities" feature flag and review its current targets. Remove the retained targets without changing the flag's default enabled state, then verify that the flag remains enabled by default and has no targets.
