FE: Court Order filing doesn't support LEGAL size PDF's

Description
This came up during a train-the-trainer session with the business SMEs. We tried uploading a PDF that wasn't 8.5x11 and got this error msg.
- please update the front end so that court order upload will accept LEGAL paper size and LETTER paper size
