UI Design - Updates to Entities Draft Handling

Staff reviewed entities draft handling and noted some concerns.

- staff do not need to see client drafts
- staff transactions should proceed even when client drafts are in place
- client drafts should not be manually or automatically deleted by staff; end users should be advised if their draft is stale and be required to delete the draft

Next Step:
Update existing Entities design for draft handling to address recently identified staff needs.
