Entity Dashboard - Update launch point for AGM Location Change and Extension

Currently 'AGM Location Change' and 'AGM Extension' are built as public filings. Staff have identified concerns. To ensure a swift launch for MVP these will be launched as staff only filings. They will be later made available to the public.
