While approving a refund request , Decline button also starts spinning

Tested on Dev Feature branch -- https://pay-web-dev--pr-285-xi553ou5.web.app/transactions/

1. When a refund request is approved/Declined by approver
2. along with Approve/Decline button , both buttons starts spinning as well

May be we can implement a solution to permanently disable other button when one is clicked .

Start by reproducing the approval and decline flow from the transactions page linked in the issue, and inspect the implementation of those two actions. Confirm which button state changes when one action is selected. Done means only the selected action shows its loading state while the other remains consistently disabled or otherwise unchanged.
