Auth Layer - Auth Api V2: Account Request Consolidation

Auth Api v2 is now in production and available - albeit still somewhat beta
- We can leverage V2 to make consolidated account creation requests
- This means Combining account information and contact information into a single request (previously 2)
- In upgrading to V2 there may also be some tech debt locally to adjust too, that is uncertain.
- Priority in doing this is probably low, at the moment
