MHR UI - ToD| Display Required Supporting Documents By Filing Type

Staff asked for clear on screen guidance for the QS flow listing the required supporting documents per filing type. The UI should prompt users to upload the right documents and offer optional tooltips. This supports accurate submissions and fewer rejections. see example below:

#### Requirements

- [ ] Drive the checklist from a configuration map of filing type to required documents.
- [ ] Support short definitions via tooltips for each document type.
- [ ] Display guidance that the declared value must match the probate list of assets and liabilities where applicable. Include concise helper text and optional tooltips for terms such as “list of assets and liabilities” and “declared value at death must match probate records
- [ ] Repeat the checklist on the review page with a visible completion status.
