8.5 - Show rejection in registrations table

Staff want an easy way to see the rejection.

Team discussed creating a new line in history that shows the status of rejected and the ability to download the rejection letter.

BA Notes:
Staff feel that rejected ToD filings should not appear in the manufactured home’s registration (movement) history. Concerns were raised that showing rejections in the history table would pollute the historical chain of title, clutter the view, and confuse staff or clients examining the home’s official registration record.
Instead, the preferred approach is:
A rejection should be captured as:
* A rejection row on the user-facing activity list (dashboard).
* A PDF rejection notice stored in DRS (manual upload for MVP)..
* A separate “application history” section may be explored in the future for tracking online submissions without affecting official registration history.
