MHR UI - ToD | Queue Table UXA

### Background
Staff requested this change to reflect in the expectation that new filings are reviewed rather than presented as an undefined action. The label is placed in a high‑traffic location, so ease of use is affected for all reviewers. Clear wording is required to lower training effort and prevent missteps when filings are opened. Consistency is also supported through alignment with the terms used throughout the review flow, including assign, approve, and decline.

### Required changes

- [ ] Update the button label in the MHRQ list. Change the visible text from Action to Open.
- [ ] Registration Number Column: Update the column header label from the truncated "Registration Nu" to the full text: "Registration Number".
- [ ] Date/Time Format: Update the Date Submitted column to use a standard format.
Current format: ISO 8601 (e.g., 2025-09-09T21:26:32+00:00)
Required format: [Month] [Day], [Year] [Hour]:[Minute] [AM/PM] (e.g., August 9, 2025 9:26 AM).

- [ ] Registration Type Mapping: Ensure the TRANS_WILL, TRANS_ADMIN, and TRANS_AFFIDAVIT backend codes map to full text
