Notification Enhancements

Early adopters and UAT participants have identified concerns about the approach for sending filing notifications. Issues are summarized below. Work is required to break out, define, and implement changes. Consultation with the business will be required to ensure they are comfortable with changes before they are moved forward.

**Background**

As per the current implementation, two notification emails are sent after each filing:

The first email contains the application and the receipt document. At this point, the documents may still be in a Pending state.
The second email includes two additional documents.
The law firm user must then manually download all four documents from these emails and compile them into a single message, which is forwarded to the employee responsible for taking further action.

**From the EAs:**

we're sending out emails with a "Pending" version of the Filing PDF that also has the "Certified Copy" with signature - certifying a Pending doc does seem a little odd
They've asked if they can receive all the finalized docs in a single email (also been raised during UAT)
They've asked if they can specify the email address that should receive the docs for each filing (need to clarify if this is instead of the registered corp email or as well as)

**From UAT:**

When using PAD for payments, the receipt is emailed showing just $0, it does not include the fee amount. The receipt is not resent when payment complete, so the user has to go into the company, go into the filing to retrieve when complete - if they know how long they should wait before checking back. My take - the receipt should really show both the fee amount and amount regarded as paid at that time.
Related - should the receipt be re-emailed when payment is complete ?

**Requirements**
- send attachments in one single email. _Analysis needed to identify scenarios where a incorporation number is pending which prevent sending the documents together right away, e.g. future effective transaction_
