UI Design: Review terminology of continuation in application vs authorization stages

Problem: We noticed some mismatching language as the user progresses through the different phases of a continuation in. That work was designed and is ready for review and feedback with team. We have specified changes to the terminology on a number of states throughout the continuation in phases.

There is currently no dev ticket to link this to. I would say this is part of design debt, things we have noticed while using the product that should be corrected when possible.

Impact: if we don't do this work there may be some confusing for user as to what stage they are in when it comes to authorization vs application stage.
