From UAT we were advised:

The Court Order does not get a FILED stamp therefore it is an incomplete output.

Further discussed with business/policy, the business process for dealing with Court Order documents involved in a Court Order filing is to print the received document, stamp it with "Filed" + Date, scan and attach to corp as a document in COLIN.

To make this filing really useable by staff we should automatically add a cover page (page 1) to the uploaded doc that records the fact it was filed + date.

Business has said they would be happy with a cover page based on the standard doc template in the new system:
