Change of Registration document shows empty when the user only changes the email of the proprietor.

**Describe the bug in current situation**
In case when the user only changes the email address of the proprietor and nothing else then the Change Of Registration document just shows empty without reflecting the change.

**Impact of this bug**
The change of email is not reflected in the email

Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA/'
2.Login with BCREGA001
3. Search for any Sole Prop
4. Start a Change of Registration Filing
5. Under the proprietor section only edit the email and submit the filing.
6. In the Change of Registration document notice that the change isnt reflected and is empty.
