Business API: Able to Edit Org for a sole prop as a BCSC User from the API where the UI does not allowing doing that.

**Describe the bug in the current situation**
API Users can edit the proprietor's name from the BE while logged in as a Regular user.
Whereas the UI doesn't allow the BCSC Users to edit the proprietor's name

**Impact of this bug**
There is a mismatch in the validations from the UI and API

Steps to reproduce the behavior:
1. Go to 'https://test.business-dashboard.bcregistry.gov.bc.ca/FM1142725'
2. Login as Staff
3. Search for FM1142725
4. Under the filling history, click on the filling completed by 'BCREGTEST Dalia ONE' and open the "Change Of Registration Application Output."
5. Notice that the change has been made to an Org that has been added as a proprietor.
6. Now, doing the same from the UI is not allowed.

**Expected behavior**
BCSC Users should not be able to change the ORG that has been added as a proprietor.
