Namerequest: Not able to upgrade the NR to priority in test env

**Describe the bug in the current situation**
When a user wants to upgrade the NR to Priority, then the button is disabled, saying Priority Requests are disabled, which is not applicable at this point.

**Impact of this bug**
Not able to submit a priority NR for testing purposes.

Steps to reproduce the behavior:
1. Go to 'https://test.names.bcregistry.gov.bc.ca/'
2. Start and Pay for a new NR
3. After successful payments, try to click on Upgrade Priority
4. Notice that the button is disabled with a text that is not applicable

**Expected behavior**
The user should be able to upgrade the NR in test
