MHR UI - Cancel Transport Permit - Credit Card Payment Redirect Not Working

When QS submits cancel permit with credit card payment, UI will redirect to dashboard instead of redirecting to expected payment page. Possible reason: cancel permit is a staff admin endpoint that was opened up to qualified suppliers for this registration type.

To date there have been no credit card payments for the cancel permit registration. The workaround is to pay by PAD.

Start by reproducing the cancel-permit flow in the UI with a credit card and compare its redirect with the expected payment page. Trace the frontend redirect handling for this registration type; done means the credit-card flow reaches the payment page instead of the dashboard.
