UI - Auth Layer - Terms of Use errors

Need to decide if we want to include any contact information into the Terms of Use flow.

2 places:

1. Error modal if accepting the terms of use fails (400, 500, etc from auth api)
2. Error alert in terms of use page content if the terms of use document GET failed for whatever reason

Also need to decide if in the "terms of use" middleware check and the API call fails, do we treat that the same as the user having not accepted, and block all actions until that can be confirmed?
