Description
**Describe the bug in current situation**
This was originally reported by client, further investigate found that it's not associated with individual account, but affect all NRs that edited when it's in "DRAFT" status.

**Impact of this bug**
Client lost position in queue when edit name request, even they finished payment when submit NR.
