Create UI: Draft IA data is not saved while accessing through staff

Incorporation of application(user) data in the Resume state is not retrieved as a Staff user

**Steps to Reproduce**
Steps to reproduce the behaviour:
1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA/dashboard?accountid=200)..'
2. Login as a user(BCREG0023)
3. Incorporate the new NR( NR 7380528)
4. Completed all the information in the form for incorporation
5 . Save and resume later in Review and confirm page
6. Open the draft ( All saved information is there)
7. Login as Staff
8 . Search with the Same NR number(NR 7380528)
9. Click resume draft

**Actual/ observed behavior/ results**
The user added the inputs in the incorporation application not available in the staff."
