Description
**Describe the bug in the current situation**
When the user tries to file a Transition Application from the UI, the API throws a 422 Unprocessable Content response
Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA'
2. Log in as Staff
3. Search for C0567421
4. Start the "Post Restoration Transition Application."
5. Hit on File and Pay
6. Notice the error
