Business Dashboard: skip "bootstrap complete" page and redirect to business

After filing a bootstrap filing (eg, Incorporation Application), once it is filed and paid (ie, completed), the following is displayed:

Ref: https://dev.business-dashboard.bcregistry.gov.bc.ca/TWI3HuDyhZ?filing_id=212031

In this ticket, implement a check for this scenario, and when detected, automatically redirect the user to the business (same as clicking Retrieve Business Information). Make sure there is a spinner displayed during the redirection.
