### Summary

An email is sent to the user, containing a secure link that directs the user to the modernized Business Registry platform. The purpose of this link is to simplify entry and guide the user toward the correct business context.
clicking the link takes the user to the login page. At this stage, the system requires authentication using the BC Services Card. This approach ensures secure access and aligns with the current design decision to use a single login method.
The email link can include contextual information, such as the business registration number, to streamline the next steps. After successful login, the system checks whether the user already has an account and whether the account includes the Business Registry product. Based on this check, the user is either routed to create an account or directly to the dashboard if everything is in place.

**Clarity of Messaging**: The message should explain why the user cannot continue in COLIN and clearly direct them to the next step using plain language such as “Your business is now managed in the modernized Business Registry.”
