Business Dashboard UI: implement bootstrap filing polling/refresh

This ticket is to implement a background polling mechanism for bootstrap filings. This is similar to the existing background polling except that one applies to actual businesses and this one needs to work for bootstrap filings (temporary business records).

This is to mitigate the issue of bootstrap filings in PENDING status. Once the filing is in PAID or COMPLETED status, show a snackbar as in this example:

Show a snackbar or modal informing the user that their dashboard will auto-update in 5...4...3..2...1... seconds, with a Cancel button to abort the auto-refresh.

### Notes

If a "refresh" button was implemented on the Pending panel (ref: #31308) then please remove it as we don't want 2 refresh buttons on the page.
