Business db: fix incorrect "comment only" corrections in Test environment

Description
As a result of the bug reported in #31217, some detail-only corrections have incorrect JSON and display outputs that shouldn't be there.
In this ticket:
- [ ] identify all detail-only corrections in Test
- [ ] ensure the `commentOnly` property is set in the JSON
- [ ] verify that improper outputs are no longer displayed for the subject correction filings
PS It would be ideal to fix the filings in Dev as well, if possible.
