Fix namex-solr-admin-app unit tests

Description
CI for namex-solr-admin-app needs fixing. I fixed most of the other apps that had failing CI in the namex repo during my work on unrelated task (switching to cloudsql db connetor). But I need to move on to other things, and as unit test fixing is outside of scope of my task, someone will need to pick this up (although its not urgent, since its been broken for many years)
