Effective date and time doesnt show for the FED filing Reciepts in the Dashboard where as it shows up in the email doocument

**Describe the bug in the current situation**
When a FED filing is made, then the Dashboard shows the Receipt with no Effective date and time, as the Receipt that's sent in the email shows the effective date and time

Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA/'
2. Start an IA with FED
3. On the dashboard, notice that the Receipt has no Effective date or time
4. Now, on the documents that have been sent by email, the effective date and time are visible

Different Behaviour in two different places for the same company.
