Verify - Create UI: Validations for Share Structure triggers right after the Add Share Structure button is clicked

**Describe the bug in current situation**
When a user starts a new IA and Create Share Structure page, when the user clicks on Add Share Classs then the validation triggers even before the user has started giving in any inputs

Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA'
2. Start a New Numbered IA
3. Go to Create Share Structure page
4. Click on Add Share Class
5. See the validation triggers at start
