Description
A change was implemented recently (see #30620) to allow staff (or anyone with the permission) to enter a NR (eg, for a name change or correction) without needing to enter the NR's phone number or email address.
This change was not made for amalgamation. This ticket covers that case.
Impact: staff still need to enter phone or email to use a new NR in an amalgamation.
