Spike - Investigate GCP Document AI API

Try out the GCP document AI API with one of the MHR staff review registration types: TRANS_WILL.
- For documents, use a random sample of recent existing FORM 28 https://www2.gov.bc.ca/gov/content/housing-tenancy/owning-a-home/manufactured-home-registry#forms-fees client documents previously added by staff.
- Extract values to check for completeness
- Extract values to generate a draft registration
- Compare the generated draft with the actual draft from the staff registration corresponding to the document.

Start with the GCP Document AI API and the TRANS_WILL staff review registration type. Use a random sample of recent FORM 28 client documents, extract values for completeness and draft generation, then compare each generated draft with the corresponding staff registration draft. Done means the extraction results and comparisons are documented.
