Business Dashboard: should return user to BRD on startup error (eg, expired NR)

If the user tries to load the Business Dashboard with an error (eg, expired NR) then an error dialog is displayed, eg:

If the user clicks on Exit then they are redirected to the BC Registries Dashboard instead of the BRD.

To do:
- [ ] change Exit action to return the user to their BRD
