Description
- Include FileUploads to DRS
- validate documents ARE uploaded prior to submission (ie we will need a docId for the transfer submission)

- Do we need Attention name field? Include folio
- See spec and make any changes for QS submission
- Qs drafts - parsing will need to use docId to fetch documents to continue drafts

- Future state to include priority query param.
- Verify locked state in Registration table following submission - messaging TBD* by design.
