## Decision Requested
Approve the change to **PPR validation** so that registering Manufactured Home (MH) collateral requires **only one of Make or Model**, instead of both.

## Background
- Modernized MHR stores **Make** and **Model** separately, but legacy MHR stored them in a **single combined field**, resulting in older records having both values in the Make field.
- These are corrected manually when found.
- In PPR, users must enter **both** Make and Model when adding MH collateral.
- MHR data often lacks a Make value (only Model or Manufacturer name is present).
- This results in user confusion, incorrect data entry, or support calls.
- MHABC has confirmed that **Serial Number** is the true identifier — Make/Model are **low-value** fields.
- Current PPR requirements cause friction and bad data.

## What Are the Alternatives?
1. **Preferred**
- Allow **Make OR Model** (only one required).
- Add help text:
*“If no Make exists in MHR, enter the Manufacturer name.”*
- (Optional) Auto-fill Make/Model from MHR when the MH Registration Number is entered.

2. **Status Quo**
- Keep forcing both fields → continues to produce guesswork and inaccurate data.

3. **Remove Make/Model entirely**
- Requires broader alignment and is not recommended at this time.
