Business-edit-ui: Check for draft officers/alterations

Currently a user is stopped from starting a new alteration on the business-dashboard-ui when there is an officer change or alteration draft in place. This is done by disabling the "View and Change Business Information" link on the dashboard. However, if a user has a bookmark or has saved the URL, they are able to access the alteration page directly.

We need to check if there are currently drafts associated with the company, and then redirect them to the dashboard (if there is an officer change in process) or load the draft rather than initiating a new filing (if an alteration).

Start in the business-dashboard-ui flow for the dashboard link and alteration page, then trace how officer-change and alteration drafts are represented. Verify the direct-URL behavior for each draft type; done means officer-change drafts redirect to the dashboard and alteration drafts load instead of starting a new filing.
