Verify - Pending emails are being sent for emails that are in Paid and Effective state ,in this case the user will never receive the emails when the filing is complete.

**Describe the bug in the current situation**
When the IA filing is in the Paid and Pending state by the user, then the email is triggered to the user with Incorporation as pending, which is of no use to the user, and when this happens, the email and the outputs which the Incorporation number is never sent out.

Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.gov.bc.ca/en-CA/'
2. Start an IA
3. Complete the filing and notice when the IA filing is in the Paid and Pending State(Try this with changing the network tab to 3G)
4. Notice the email that is being sent,

Start at https://test.bcregistry.gov.bc.ca/en-CA/ and reproduce an IA filing while throttling the network to 3G. Trace the transition into Paid and Pending and the resulting email; done means the pending email is not sent for a filing that completes, and the incorporation number and outputs are delivered.
