Decouple Coop CoA / CoD filings when Annual Report is filed

##Background:
- We are reverting to original functionality built for Coops, but was changed when BComp Annual Report filing was built.
Justification: To bring into compliance with legislation

## Description:

Scenario #1
Given that I am filing my Coop Annual Report
When I change my coops address
Then after I pay, I want to see both an Annual Report and Change of Address filing and corresponding outputs in my recent filing history

Scenario #2
Given that I am filing my Coop Annual Report
When I add/remove/change a director
Then after I pay, I want to see both an Annual Report and Change of Director filing and corresponding outputs in my recent filing history
