PAY - Rewire the daily stale payment job to query PAYBC Datawarehouse

Need to ensure the data is in the DW before doing

Re-use the idea from the BCOL status query job that already runs against the DW.

Note:
DW will still be 1 day behind so we need to keep the job that runs every 30mins.

First confirm that PAY BC data is present in the CAS DW extract, then inspect the existing BCOL status query job that runs against the DW. Done means the daily stale payment job queries PAYBC data from the DW while the existing 30-minute job remains in place because the DW is one day behind.
