Description
1) Login for an account that use bceid as auth - ie BCEID 0903
2) Login as admin - ie, lxxxxxxxxxx71_0903@bceid
3) invite an user that is not exist yet
4) register for an bceid account, accept the invite
5) Login as admin,
6) approve this user
Expect
Admin should able to change the role of the newly invited user to admin as well
Actual
Admin can only change the role of the newly invited user to coordinator
