Edit UI: Change of special rights flag does nothing

- [ ] Test/BCREG0035/BC1541324
- [ ] In the screen shot below, I have changed the Special ~Resolution~ *Rights* flag for Class Share H, from Y to No, but nothing changed.
- [ ] The Alteration will proceed, the $101.50 will be charged, outputs would be created, but nothing would show changed.

To Do List:

- [ ] Treat the change of the Special ~Resolution~ *Rights* flag, like any other data change that would trigger a full alteration.
- [ ] Create a Notice of Alteration that would show just the new Shares structure.
- [ ] The NOA should also reflect the change.
