Legal API: HTTP 500 when there are no reviews of the requested status

1. login as staff
2. go to staff dashboard
3. scroll down to Continuation Authorization Reviews
4. search for status "Abandoned" (or "Cancelled"), of which there are none
5. observe that table isn't updated
6. observe network error

Reproduce the failure from the staff dashboard by filtering Continuation Authorization Reviews for an empty status such as “Abandoned” or “Cancelled.” Inspect the resulting network request and the Legal API response, then verify that an empty result updates the table without an HTTP 500 or network error.
