Transitions: Selecting cancel creates a draft

**Behavior**
- If the user selects ‘cancel’ when there were either **no changes** OR **saved changes**, display a draft of the filing on the business dashboard.

_It doesn’t matter if the user has not made any changes because the user must complete the filing eventually. In this way it differs from optional filings (like officer change)._

**Draft State**
- Selecting the drop down button displays an option to “Delete Draft”
- If they delete the draft, display the business dashboard as it was before they started the filing - with the post restoration transition under the to do list
