Verify - Replacing the Temp identifier with an other Temp identifier which has already been converted to business still displays the UI with Retrieve Business button

**Describe the bug in the current situation**
While replacing a temp identifier with another temp identifier displays a page on the Businesses Dashboard with the Retrieve Business button.
Now, when the temp identifier is being deleted after it's been converted to Regular business, then the above scenario shouldn't occur.

Steps to reproduce the behavior:
1. Go to 'test.bcregistry.ca/business/auth/'
2. Start an IA, note down the temp identifier, and complete the filing.
3. Now start another IA and replace the temp identifier with another temp identifier that has already been converted to business
4. Notice that the Business Dashboard shows the page Retrieve business button.
5. Which shouldn't happen as the Temp identifier that has been converted to business should already be deleted.

No file or test is named in the issue. Reproduce the flow at test.bcregistry.ca/business/auth/, then trace temp-identifier replacement, conversion, deletion, and the Business Dashboard's Retrieve Business state. Done means a converted temp identifier cannot produce that dashboard state after it is replaced.
